Resident alleges online harassment by local official; council told complaint is under review

At the March 17 work session Keri Fowler of Midtown Harrisburg told council she has been "openly harassed and attacked on social media" by Gloria Martin Roberts and asked what the city will do to enforce its social media policy.

Fowler said she spoke out about an appointment she opposed and then experienced repeated online attacks. She alleged a leader "connected to a federally funded department" threatened to expose Fowler’s criminal background and said that the harassment has affected her 15‑year‑old grandson. "I reported this behavior to the city's human resources department and provided all of the documentation of the online harassment," Fowler told the council, and she said she had received no substantive response.

Kia Fowler, who said she lives on North 5th Street, also described what she called verbal and physical intimidation in the aftermath of commenting publicly about the mayor and said she feared similar harassment. Several speakers praised questioning of Gloria Roberts by council members during an earlier meeting and expressed concern about public‑official conduct.

Solicitor Grover responded to questions about complaint procedure, saying some matters are handled by Human Resources and others by the Law Bureau and that the city makes an initial determination about the appropriate path; he confirmed a complaint referenced in public comment was "under review." Grover said the Law Bureau provides legal advice to city management about next steps but does not give legal advice to outside third parties.
