Williamson County budget committee approves departmental budgets, pass-through grants and nonprofit allocations

The Williamson County Budget Committee voted unanimously April 13 to approve a slate of departmental budgets, transfers and nonprofit contributions for the 2026 budget cycle.
The committee approved a $1,211,671 budget entry for item 58210, a federal pass-through grant that the county administers and will forward to the Transportation Management Association to operate daily services, Phoebe, a county budget staffer, said. "This is literally just money that we receive from the federal government and then we pass those on to TMA," Phoebe said.
Committee members also approved the Health Department budget at $2,118,738. Phoebe explained most line items are grant-funded and offset by revenue; she said a small county-funded portion exists because the county in October 2025 approved covering a pay‑increase the grant did not cover. "There is a small amount that is truly county funded in that line item," Phoebe said, adding the remainder is covered by grant revenue.
Minor transfers were approved by voice vote, including a $3,000 shift in the sheriff's budget from building maintenance to equipment maintenance to address detention-center repairs, a $3,800 transfer for government office printing and supplies, and a $1,325 Health Department transfer to reimburse travel for a temporary dental assistant covering an FMLA absence.
The committee also voted to fund a large group of nonprofits individually and then approve the consolidated miscellaneous nonprofit total of $2,153,997. Among the items approved were Community Action ($10,576), Refuge Center ($21,500), MCH (two line items totaling $105,816), Grace Works ($20,117) and Waves ($47,964). Each of the individual nonprofit items passed by unanimous voice vote.
Votes were taken on senior center contributions — Hillsboro ($6,811), Bethesda ($14,510) and Bretwood ($18,475) — and on the county library budget, which totals $3,526,190. Staff told the committee that two partner contributions (Brentwood and Spring Hill libraries) are included within that total and required separate votes because they fall outside the library’s operational control.
The committee scheduled follow-up information requests: staff will provide historical documentation and the methodology underpinning the county contributions to Brentwood and Spring Hill libraries (see separate item). The committee adjourned after setting the next budget meeting for 4:30 p.m. the following day.
