Trustee David Norgaard read a prepared statement to the Palm Springs Library Board of Trustees on April 9 urging a formal discussion of the library’s trust funds and long‑term policy. He said the trust funds have been spent in part on renovation and that the Foundation’s development of a private endowment represents "a fundamental shift in policy and authority" that the trustees should examine.
"Any endowment created by the foundation will be, by definition, a privately held endowment managed by a self‑perpetuating board of directors," Norgaard said. He asked the board to review precedents in other municipalities and to consider whether a hybrid approach of public trust funds and private support might be appropriate.
Peter Pearson, CEO of the Palm Springs Public Library Foundation, described the Foundation’s nominating and governance committee and explained that Foundation board members are vetted by that committee and then recommended to the full Foundation board. The board agreed to add Norgaard’s requested discussion to the May meeting agenda and to consult the city attorney to clarify roles and any legal implications.
Next steps: Board staff will schedule the trust‑funds policy item for the May meeting and will seek input from the city attorney to frame the discussion.
