Isanti approves Illuminate holiday lights permit; volunteer agreement and budget to be finalized

The Isanti City Council on March 10 approved a special-event permit for the Illuminate holiday light display at Bluebird Park (Dec. 10–25) but deferred approval of the volunteer agreement and detailed budget items to the committee of the whole (SEG 2220–2831).
Volunteers from the local nonprofit Isanti Together, represented by president Carla Anderla, described the event’s volunteer-run model, the improvements made since 2025, and fundraising efforts. Staff and volunteers discussed long-term maintenance issues for large structural displays such as the giant snowman and starburst, as well as storage and electrical repairs that may require skilled trades (SEG 2298–2360, 2466–2540).
Council members expressed support for the event and gratitude for volunteer work but asked for clarification on city costs, a proposed legacy fund or reserve for replacement/repair, and whether the city would continue to house equipment in public facilities or invest in dedicated storage (SEG 2616–2748). Staff recommended approving the permit now to allow volunteers to begin sponsorship outreach, while the volunteer agreement and budget details would be returned for fuller discussion in committee-of-the-whole within four weeks.
Council approved the special-event permit (motion carried 5–0) and agreed to table the volunteer agreement until that committee meeting in order to refine budget responsibilities and clarify staff and volunteer roles for infrastructure maintenance (SEG 2768–2796, 2823–2831).
