Council reviews winning bids for Civic Center and VFW facility improvements

City staff and the engineering consultant told the East Grand Forks City Council on April 14 that public bidding for facility improvement projects produced competitive results and allowed the city to expand work while remaining within budget.
Jeremy King, representing Parks and recreation staff, opened the presentation on "bid package two," saying the public bid period closed March 26. Tom McDonald of Construction Engineers said the two projects generated roughly 100 bids when material supply items are included — about 47 bids for the Civic Center work and 54 for the VFW project — across 33 contract categories. McDonald said overall numbers came in “a little better than what we expected.”
For the VFW Memorial Arena, McDonald said the bid results made it possible to substitute a full parking‑lot rebuild for the originally planned mill‑and‑overlay. He said the team is carrying both contractor and owner contingencies and allowances (for items such as painting and door repairs) and that the bid book includes schedules, site logistics, scope summaries and bid tabulations for all bidders.
On the Civic Center, McDonald summarized planned work as replacing about two‑thirds of the west parking lot (with the remaining third to become green space), redoing ADA parking and front sidewalks, and completing interior mechanical, electrical and ADA upgrades. He said alternate and deductive bid items were included in the bid book to manage scope and budget.
King said staff and the steering committee have reviewed the results and are prepared to move to the next phase of procurement and contract award processes. No formal council votes on contract awards were recorded during the work session.
The council did not take formal action on contract awards at the meeting; staff indicated next steps would include final review and bringing recommended contract awards to the council for approval.
