Sumner County’s legislative committee on April 13 deferred action on a proposed $150,000 interlocal agreement with the GNRC for capital-asset planning and building assessments after members raised procurement and scope questions.
David Klein had raised the contract during public comments, saying he was surprised it appeared on the agenda and asking whether it should have been routed through previous committees and issued via RFQ. Later during the new‑business discussion, staff said the $150,000 request was part of last year’s capital projects plan and that GNRC was identified as a recommended contractor during internal shopping. Members asked what additional procurement information would be provided if the item were deferred and whether GNRC had been the only firm considered.
Some members said they would prefer the contract be put to an RFQ or bid; staff responded an interlocal agreement and state contracts can permit direct procurement without competitive bids and said they could pursue an RFQ if the committee preferred. The committee voted to defer the contract to a future meeting to allow members to review scope, procurement justification and vendor options.
