The Groves City Council adopted Ordinance 2026-10 on May 11 to amend local code (chapter 11, article 4, sections 11–37 and 11–46) to align with the state’s food-truck licensing framework under chapter 437b of the Texas Health and Safety Code.
A council member said the city’s substantive standards — zoning restrictions, fire inspections and site inspections — remain intact, but local licensing will be replaced by a registration process tied to the state-issued license. "What is going away from the city side is that we will no longer issue the license. The state will issue the license. We will charge a $100 fee to register that license here," a council participant explained during the discussion.
Officials clarified operational responsibilities: building inspections will handle site inspection requests and issue certificates; fire inspections remain a required follow-up for applicable sites. Staff said the city will provide guidance and a summary document for food-truck operators on the municipal process and will publish information on the city’s online permitting portal.
Council members had no objections at the meeting and voted to adopt the ordinance.
