City audit finds 252 addresses with extra trash carts; estimated $45,360 annual shortfall

Clint Budwein of the Groves Public Works Department told the council May 11 that a recent sanitation-audit found 252 addresses with multiple carts that were only paying for one, creating an estimated monthly shortfall of $3,780 and a projected annual loss of $45,360.
"We identified some 252 addresses with multiple carts that were only paying for 1," Budwein said during the presentation. He told the council the city has begun tagging extra carts, asking residents to contact water-billing to pay for additional carts where appropriate, and will deliver additional carts only after a $45 nonrefundable deposit and a $15 monthly charge are processed.
Budwein said the city charges $22.26 per month for one cart and $15.15 for each additional cart. To reduce leakage, the city will place ID numbers on carts tied to the billing address, issue green cards for base service and brown cards for additional paid carts, and schedule more frequent audits tied to changes in occupancy or service cancellations.
On bulky waste, Budwein noted the city enforces a two-cubic-yard weekly limit for bulk/dry collection and charges $15 plus tax per cubic yard for overage. He described operational practices for separating green waste for municipal composting and for coordinating dumpsters and porta-potties in pre-festival planning.
