Olive Branch aldermen approve $4.17M water plant bid, authorize change orders and move to clean up nuisance properties

The Olive Branch Board of Aldermen approved multiple contracts and directed property cleanups at its April 21 meeting.
The board accepted the low bid of $4,172,993 from TL Wallace for the Craft Road raw water production facility, a project Mr. Swims described as the second phase of adding two wells and a treatment plant near the Craft Road tower. "They're expecting this to take 365 calendar days to complete the project," Mr. Swims said. The motion to award the contract was made by Mr. Collins and seconded by Miss Hamilton; the motion carried.
The aldermen also approved two change orders on the Annexation Water & Sewer — East Area Project with Enscore LLC. Staff said change order #2 will increase the contract by the amount stated in the record to upgrade a planned 10-inch line to a 15-inch main to serve future subdivisions, extending completion by 30 days to a May 7, 2026 completion date. Change order #3 adds back work where the team found an inconsistent existing water main (an 8-inch that in places had been reduced to a 1-inch copper line) and restores capacity originally proposed; the board approved the additive amount the staff presented and an extended completion to June 15, 2026.
Board members also approved a design and construction engineering services contract with Fischer Arnold Inc. for the Lick Creek Conservatory and Recreational Area. The initial not-to-exceed amount presented was $159,459.50; staff noted an updated contract total of $181,659.50 that includes $22,200 in additional grant-administration services tied to a Mississippi Outdoor Stewardship Trust Fund grant. Mr. David Baker of Fischer Arnold was present; the board approved the revised contract by motion of Mr. Wallace and second by Miss Hamilton.
On code enforcement, staff presented "List B," a group of roughly 20 parcels (12 owned by the state and multiple privately owned common-open-space lots) that are overgrown or otherwise need attention. Dr. Song explained that one Lake Shore property also has structural issues that likely require court-ordered remedies beyond mowing. The board voted to declare the properties a menace to public health and safety and directed staff to hire contractors to cut and clean the parcels; the motion to declare and cut List B was made by Mr. Dickson and seconded by Mr. Collins.
The board subsequently moved into executive session to discuss five items including several personnel matters and pending litigation.
