Greer presents Maple Creek watershed study and approves stormwater repairs; contract awarded to McMur Grading LLC

Greer — City engineers presented findings from a pilot watershed study of Maple Creek and outlined near‑term capital repairs to aging stormwater infrastructure, and council approved a bid award for grouped repairs.

Civil engineer Adam Vidalis told council the Maple Creek study (consultant work completed in 2023, report received 2024) inventoried roughly 500 structures and about 8 miles of storm pipe, geolocated the assets and identified approximately 32,000 linear feet of stream channel within the basin. The city used those results to CCTV‑inspect 7,000 feet of pipe and jet‑clean 1,200 feet; crews found multiple collapsed or severely deteriorated pipes that staff proposes to replace as part of lumped contracting to get competitive bids.

Vidalis showed imagery of failed outfalls and collapsed pipes and said staff has already coordinated repairs in partnership with a nearby developer for critical locations at Greer Mill and Lee Street. He said the next phase will study the Bible Brook Drive watershed (approximately 76,000 feet of storm drains) and that the city’s priority is to identify assets under roads or sidewalks whose failure would lead to sinkholes or roadway undermining.

Council later considered bids for grouped repairs at Ebs Court, Glenn Willow Court and Carolina Avenue. Engineering recommended award of solicitation 2026‑014 to the lowest responsive bidder, McMur Grading LLC, and council voted to approve the award. Council members praised staff for undertaking the watershed study and noted the value of addressing stormwater assets proactively.

Staff said the contracted work will be funded from the stormwater fund, with a midsummer start anticipated for construction after contract execution and standard permitting.
