A public commenter during the closed-session public-comment period alleged the district or related actors "reached a settlement with the city of Oakland to pay $860,000" and raised concerns about recently reported 11–13% pay raises and targeted incentive pay for groups such as early learning and special education educators. The commenter asked, "Where is the money coming from?" and warned that such spending could result in layoffs.
