The Andover City Council on May 13 approved several planning, contracting and economic development items in unanimous votes that will shape near‑term capital work and development policy.
Tuscany PUD correction: City zoning staff said a typographical error left an 8‑foot side‑yard setback in one PUD exhibit where the intent and prior approvals specified a 5‑foot setback. The council adopted the planning commission’s findings and approved the amendment to the Tuscany preliminary planned unit development to correct the error to 5 feet. Staff said no other changes to the PUD are proposed.
IMA contract extension: City staff requested a one‑year extension of the city’s broker agreement with IMA under the contract option approved in 2022. Staff said IMA held flat pricing for four years and requested a $1,800 increase per year in the extension. The council approved an extension beginning July 1, 2026 with a first‑year fee of $17,800 and annual increases of $1,800 thereafter.
US 54/East Kellogg phase 1 MOU with Butler County: The council approved a memorandum of understanding to participate in phase 1 of the East Kellogg improvements. Staff said Butler County offered $500,000 for local participation on phase 1; council members asked questions about phase 2 funding and noted phase 2 will involve higher local participation.
Sunflower Foundation Trail Towns grant: The council accepted a $25,000 Sunflower Foundation grant to support a Trail Towns designation and associated work; the city will accept an initial installment and the mayor was authorized to sign the agreement.
Economic development policy updates: Staff presented a package developed across five workshops that revises existing IRB practice (the city will use its own bond counsel and financial adviser at the applicant’s expense), aligns Star bond application fees with state statute and peer practice (a $25,000 fee), and deletes a duplicated section in the Transportation Development District policy. The council adopted the amended policy handbook.
