Multnomah County staff asked the board for approval to submit an application for a $2 million Metro Nature in Neighborhoods capital grant to fund design, environmental and initial construction work for the Vance Vision park in the Rockwood/Centennial area.
The site — a collection of former quarry and service parcels that includes an existing county-owned park operated by the City of Gresham — was presented as the anchor of the broader Vance Vision redevelopment. Staff said public engagement prioritized preserving and expanding public green space, recreation amenities and trail connectivity. "In public engagement, we heard loud and clear that the public didn't want to lose access to green space," staff said.
If awarded, the grant would fund detailed site design, stormwater and engineering assessments, habitat restoration including tree and native-plantings, pollinator meadows and heat-island remediation. Staff emphasized that a portion of the overall property is intended for future affordable housing, and the park design will be coordinated to avoid infrastructure conflicts and support future housing opportunities.
Commissioners asked staff to pursue local-hire and workforce-development opportunities in the project and to continue coordinating with the City of Gresham and other partners. The board approved the notice of intent to submit the grant application.
