The Planning Commission on May 5 recommended the City Council extend the vesting tentative map for the 182‑lot Las Venez subdivision by two years, citing uncertainty over a pending wastewater moratorium that has deterred developers.
Staff told commissioners the original map was approved in 2016 and redesigned several times; the current vesting tentative map for 182 lots had been approved previously and would expire May 28, 2026 without extension. Staff said the applicant requested a two‑year extension (to 2028); the municipal code allows extensions up to three years and the commission's recommendation goes to the City Council.
Greg Piena of Piena Realty, speaking for the applicant, said market interest evaporated while the status of the sewer treatment plant remained uncertain: "The biggest obstacle we had... was the status of the sewer... everyone was kinda leaving it as 'give us a call when they figure it out.'"
Commissioners asked whether the sewer work had begun; staff replied the sewer plan is in building plan check and preparations will go out to bid later. Staff also noted the extension would include any time lost to an official moratorium if one is issued.
A motion recommending the City Council approve a two‑year extension (Resolution 2026‑02) was moved and seconded and carried by voice vote. The matter now advances to the City Council for final action.
