The Greenfield Planning Commission voted May 5 to approve design review for a 10,000‑square‑foot metal addition to Greenfield Self Storage and to retroactively authorize an existing wrought‑iron fence at 760 El Camino Real.
Paul Wood, city manager, told commissioners the proposal met zoning and general‑plan criteria, is exempt from CEQA under a Class 1 categorical exemption for existing facilities, and complies with on‑site parking requirements. Wood said the project increases lot coverage from 91,807 to 101,807 square feet and includes a preliminary landscaping plan with drought‑tolerant species and a five‑year planting schedule.
Commissioners pressed the applicant about where RVs and boats currently parked on the slab would be moved. The applicant said the intention is to park those vehicles inside the fenced area but acknowledged the surfacing and final layout would be worked out after design‑review approval: "We would have to do… I would prefer to do concrete," the applicant said, and added that the fence was installed to improve security.
The applicant also acknowledged uncertainty about the fence height, saying he believed the measured height from curb to top might be less than originally reported: "I don't believe it's 7 foot 6. I think it's, like, 6 foot 4 from the curb… but it's my fault. It's over," he said.
During public comment Eddie Alvarez, who identified himself as a union representative, spoke in support of the project and urged use of contractors that support apprenticeship and health‑care benefits: "This is a good project… support a responsible general contractor that supports health care, apprenticeship programs, and retirement plan."
After discussion about security and operational logistics, Commissioner [motion mover] moved to adopt Resolution 2026‑01 granting design review approval and retroactive fence authorization, the motion was seconded, and the commission approved the resolution on a 3–2 voice vote. The record shows three votes in favor and two opposed; the motion carried.
Next steps: staff will finalize conditions of approval and the applicant must comply with the city’s building and landscape requirements and any conditions tied to the design‑review resolution.
