Council adopts midyear budget tweaks, excludes Cherry Days line pending next-year adjustment

Finance director Peter presented the midyear review and recommended adjustments to align the tentative budget with actual receipts and known changes. He said the city recognized several one-off revenue items (notably excavation permit receipts that rose from an $8,000 budgeted projection to roughly $68,000 actual) and recorded sale-of-asset estimates (vehicle sales) that affected the capital and motor-pool funds.

Peter said adjustments increased the general fund by about $81,500 after reallocations and that the staff had added contingency lines for the motor pool to plan around uncertain resale values. He noted that some items (notably a $25,000 RAMP grant amount for Cherry Days) were actually for the subsequent year and recommended removing them from the current adoption. "So starting with general fund... excavation fee permits... it was originally in the budget for $8,000, but we have an actual amount of 68,000," Peter said as an example of the true-ups.

The council opened a public hearing; resident Johnny Wright asked whether the adjustments would increase what residents pay. Peter replied the changes largely affect revenue recognition and that staff did not anticipate new fee or tax increases as a result. Council member Dalpez moved to adopt Ordinance 2026-01 as presented but excluding the Cherry Days line (page 15); the motion passed by roll call (unanimous yes among members present).

Next steps: staff will finalize the ordinance record excluding Cherry Days, and will return any grant acceptance items for council acceptance as awards are finalized.
