Council approves addendum to OctoberFest feasibility study to expand scope

The Westfield City Council approved an addendum to a professional-services agreement to expand a feasibility study for an OctoberFest event.
Janelle Fairman, executive chief of economic and community development, said the addendum covers the remainder of the consultant’s proposed scope, including detailed site analysis and planning. Consultant Maria Rosenfeld described early meetings and said the study will examine locations, tent layouts, parking and circulation, vendor capacity, public-safety needs, phasing over 1–10 years and projected economic impact from tourist attendance.
Rosenfeld said the goal is to create a Hallmark-style Oktoberfest that serves local residents and draws regional visitors. She noted work already completed in initial tasks and introduced Trisha of Brunell and Spur and Associates, who will handle drawings and architectural renderings for proposed sites.
Council members asked about timeline; staff said they anticipate an initial OctoberFest concept next year and will continue to refine logistics, noting a potential small delegation to Munich for research. After questions about public safety and event phasing, the council moved, seconded and approved the addendum.
