Pearland — The City Council unanimously approved a conditional use permit on May 11 for an adult day care to operate at 7924 Broadway St., allowing the operator to expand services for people with intellectual and developmental disabilities.
Planning staff said the applicant proposes a roughly 1,800-square-foot adult day care within an existing, multi-tenant shopping center and found the proposal consistent with the comprehensive plan and future land use map; Planning & Zoning recommended approval 6–0.
Crystal Duncan, who identified herself as the operator of Abigail's Care Services, told council the program is a day activity program serving disabled clients and that the facility on Cullen Parkway serves about 30 individuals; the Broadway location would expand that capacity. "My name is Crystal Duncan. I currently operate Abigail's Care Services," she told the council.
After brief questions about the intended age range (Duncan said approximately 16 to 65) and operational capacity, Council moved and seconded the resolution and the motion passed 7–0.
What it means: The approval clears the way for Abigail's Care Services to establish the Broadway suite as an additional adult activity center, subject to any building- or licensing-related requirements set by the state.
Next steps: Staff will proceed with the administrative steps to permit occupancy; state licensure and building code compliance remain the operator’s responsibility.
