The McMinnville City Council on Wednesday approved a zone change to R‑3 and a tentative subdivision plan for approximately 2.7 acres on Southwest Cypress Lane, and then adopted an ordinance annexing the primary tax lot into the city.
Senior planner Tom Schauer presented the land‑use records and the two‑phase tentative plan. The submission would rezone the subject parcels to R‑3 (medium‑density residential) and divide them into a nine‑lot subdivision. Conditions carried over from the annexation agreement include pedestrian connectivity between Emily Drive and Cypress Lane, a private alley to provide secondary access and a future cul‑de‑sac in phase two; staff also noted requirements for utility access and potential minor layout revisions to address utilities.
Community Development Director Heather Richards explained the annexation process and legal bases (local code and ORS). Applicant Bruce Cook testified in support and described the parcel as long‑held family property and the result of staff collaboration during the land‑use review.
Council voted to adopt Ordinance 5179 (zone change and tentative subdivision) and then Ordinance 5180 (annexation) on second readings; the transcript records those motions and the council’s recorded ‘aye’ votes for both items. Staff will complete state annexation filings and return with any follow‑up actions required by the development conditions and city procedures.
The land‑use approvals are contingent on completing the annexation and satisfying the conditions listed in the decision documents, including right‑of‑way adjustments and pedestrian/bike easements required before final plat actions.
