Board approves Prop 28 arts and music annual report; district reports added arts sections and staffing

Kelly Hoover presented the district’s annual report on Prop 28 arts and music funding on April 22, saying the state‑allocated funds have enabled expansion of arts sections, hiring of arts staff and investment in instruments, materials and new elementary art spaces.
Hoover said the program added 24 elementary art staff positions, 32 middle‑school arts sections and 15 high‑school sections, and that site spending plans were developed with stakeholder input in accordance with Prop 28 rules (80% of funds for certificated/classified FTE, 19% for materials/partners and 1% for admin/indirect costs).
Fiscal staff (Gustavo) reported the district had expended roughly 88% of the 23/24 allocation as of March 31 and projected allocations for 24/25 (approximate) and 25/26 (about $4.9 million). He said the district expected a fund balance for the two remaining years of roughly $6.7 million.
Trustees thanked staff for program expansion and materials and moved to approve the Prop 28 annual report; the motion passed unanimously with student trustee consent.
What’s next: Staff will submit the required annual report to the state and continue site‑level planning for staffing and materials; sites have three years to spend each allocation per Prop 28 rules.
