Weber School District outlines placement types and rising special-education share as enrollment drops

Student-services staff briefed the board on special-education placements, capacity planning and five-year trends.
Juliana Woodbury said the district uses a range of placements—diagnostic kindergarten, life-skills classrooms (K–12), and SEAL behavior classrooms—and that the district hubs some classrooms to address transportation and building needs. “We do have three locations where we have diagnostic kindergarten,” she said, adding those serve roughly 25–30 students annually.
Staff described trend lines over five years: elementary life-skills classrooms show increases, junior-high trends are variable and high schools show growth in SEAL placements. Juliana cautioned that projected life-skills classes next year may start with 14–15 students even though staffing targets for those classes are closer to 1:10–12, and the district is monitoring whether to shift supports or add classrooms.
Officials also noted that as total enrollment declines, the percentage of students with IEPs is rising even if absolute special-education counts remain relatively steady. Staff said they will continue adjusting classroom locations, bus planning and staffing to keep services as close to students’ homes as possible.
The board asked follow-up questions about grade-band configurations and boundary exceptions for families; staff said they try to minimize disruptive moves and give families advance notice when transitions are required.
