The Town of Irmo council on April 21 approved a municipal agreement with the South Carolina Department of Transportation (SCDOT) to allow the Carolina Crossroads project to perform work within the town’s municipal boundaries.
Brad Reynolds, project director for Carolina Crossroads, outlined the project limits and the phased schedule: a construction letting in February 2027 for frontage and related work in the western segments, major interchange construction expected in 2029–2030, and continued phased construction across the corridor. Reynolds explained that some ramp tie-ins and frontage-road relocations will fall inside Irmo limits and therefore require town authorization through a municipal agreement.
Council members asked technical and community-impact questions: who replaces landscaping affected by construction, whether ramps or interchanges would close, the plan for overnight or weekend closure timing, and how public notices would be handled. Reynolds said landscaping within construction limits may be impacted and that SCDOT will coordinate with contractors to minimize harm and attempt to preserve irrigation where possible; he also said most disruptive tying operations would be short-duration overnight or weekend closures and that public notices and press releases would be used for significant detours.
Lisa recorded the roll-call vote in favor of approving the agreement. Council also approved that the town would coordinate with utility companies and require permits for any town-performed work affecting the construction. The council will receive follow-up information on specific landscaping plans and contractor schedules as the project moves toward letting.
