The Center for Planning Excellence (CPEX) presented a draft Complete Streets policy to the commission, describing steps toward a locally tailored document and a planned demonstration project.
Jessica Kemp, CPEX executive vice president, said the draft policy organizes guidance by local context — urban core, commercial and regional arterials, suburban neighborhoods, industrial corridors and bayou communities — and emphasizes accessibility for pedestrians, cyclists, transit users and motorists. "For our purposes, we're defining complete streets as roadways designed to be safe and accessible for all users," Kemp said, adding the policy will include implementation guidance, an exceptions process and performance metrics.
CPEX has completed three walk audits, met with a steering committee of local stakeholders and is drafting design guidance and a public‑facing demonstration at the Grand Caillou and East Main Street intersection. The demonstration aims to engage residents and produce feedback to refine the policy. Staff said the draft will be circulated for review and CPEX hopes the commission will help with public engagement.
Commissioners asked about coordination with DOTD projects, funding opportunities and how the policy will be applied during early project planning to avoid costly retrofits. Kemp said adopting a local policy can help align parish priorities with DOTD and increase chances for grant funding. The commission supported continuing work and public outreach, with the goal of adoption by late summer or early fall.
