Town staff explained the findings statement summarizes what the board studied during the environmental review, the applicant’s submissions, and proposed mitigation measures. Rory (staff/council representative) told the board the findings reflect the applicant’s obligations and that the review used the highest modeled tonnage scenario — 670 tons per day — as the basis for analysis. "You'll see reflected in the findings statement that the number is 670 tons per day because that's what the applicant's obligation is," Rory said.
One board member urged a clearer tonnage breakdown, saying he preferred to see a limit of 600 tons of regular construction/demolition waste plus 70 tons of recyclable material, and warned that an undifferentiated 670‑ton cap could displace recyclables into other facilities. Staff and applicant representatives said details such as specific host agreement numbers, traffic‑mitigation contributions and a look‑back period would be finalized in the host agreement or in permit conditions rather than in the findings document.
The board voted to adopt the findings statement, noting adoption concludes SEQR; board members recorded aye votes and staff will distribute the findings to involved permitting agencies. The next procedural steps noted at the meeting are distribution of the findings to outside agencies and work by the applicant to secure necessary outside permits; traffic studies and host‑agreement terms were discussed as mitigation avenues that will be negotiated later.
