Department of Administration outlines statewide space strategy and State Office Building schedule

The Department of Administration updated the State Government Finance and Policy Committee on April 14 about statewide office space strategy and progress on the new State Office Building.
Assistant Commissioner Wayne Wasloss and senior staff described the 2023 strategic facilities plan developed with CBRE, which sets statewide space standards, promotes shared workstations and guides lease decisions in light of hybrid work. The department said it is using the plan to evaluate upcoming lease expirations and to consolidate or repurpose space where operationally appropriate. "The plan continues to serve as a roadmap for making decisions about state office space moving forward," the department told the committee.
Return‑to‑office policy and Centennial Office: Officials said the March 2025 return‑to‑office policy (50% in‑person target) changed earlier sharing assumptions and in some cases required agencies to secure or modify leases to comply. Staff highlighted that the Ford Building was demolished in 2024 and that the Centennial Office Building is included in the governor’s capital request as a demolition candidate that would remove about 240,000 square feet from the portfolio if funded.
State Office Building construction: Erica Bell, construction operations manager, reported the State Office Building remains on budget and is tracking to substantial completion in July–August 2027, with move‑in scheduled for September 2027. Bell described ongoing zone work (drywall, ceilings, elevator installs, site grading and exterior stone) and said the project team is working to sequence systems, security and commissioning so occupancy permits and tenant moves proceed smoothly.
Follow‑up and member questions: Committee members asked for a comparative cost analysis (renovate vs. lease vs. demolish) for Centennial and for validated change‑order totals and contingency usage for the State Office Building project. Department staff agreed to provide detailed cost comparisons and a breakdown of contested change orders and contingencies to the committee.
No committee action was taken; staff directed the Department of Administration to provide the requested follow‑up materials.
