Council approves 2026 equipment-certificate purchases, debates purchasing thresholds

The St. Peter City Council approved three equipment-certificate purchases on Jan. 26 and debated whether smaller purchases should continue to be processed through equipment certificates.
Public works staff requested authorization to buy a 72-inch Diamond Pro X brush cutter from Sanco Equipment for $17,500 and a Land Pride all-purpose cedar attachment for $12,666 from Lano Equipment (state bid). The council approved both requests and declared the replaced 2019 Airvader surplus for auction.
Council also approved a Muskox snowblower attachment (packet price text cited) for use on trails, sidewalks and downtown snow removal. Members questioned whether administrative debt (equipment certificates) was appropriate for smaller items and discussed aggregate spending thresholds and surplus-declaration oversight. Staff and councilmembers agreed to review purchasing and equipment-certificate policies in a future workshop and consider streamlining the process for low-dollar items while preserving surplus oversight.
All three resolutions carried on roll-call votes.
