Council approves $ facility‑planning contract after debate over cost and timing

Public commenter Cody Wagner praised the CRC as a community asset but criticized the process after a $500,000 backup generator for the CRC appeared in the budget a year after the building opened. Wagner said the generator “looks like an error” and questioned using transient‑lodging tax dollars for the unplanned charge, arguing the city should prioritize completing projects rather than paying for additional planning.
During the staff presentation, Barry Williams, Public Works Director, said the TSK selection followed an RFP process and that TSK “came in at the lowest bid and they met all of our requirements.” He described the master plan as a tool to triage existing city facilities and to inform budgeting over 5, 10 and 20 years. Williams and the TSK representative said the contract is phased with milestone payments and periodic council updates, not a single lump‑sum prepayment.
Council members expressed concern about the scale of the contract and asked whether the scope could be phased to focus on a subset of buildings. Staff said the initial scope covers existing city facilities (city hall, CRC, Chamber of Commerce, depot, Cottonwood maintenance yard) and that the plan could be phased if council prefers. Staff also noted Attachment A of the contract packet breaks down compensation and that the project will return to council at mid‑point and completion for review.
Councilman Hannon moved to approve Consent Item 2.13 (the TSK facilities master plan contract); Councilwoman Zerki seconded and the motion carried on the record. The agenda listed the contract as a discussion/action item; the approved item instructs staff to proceed under the RFP‑contract terms and to provide phased updates to council.
