Fernley council approves study to form municipal power district for Victory Logistics

Fernley City Council voted to authorize a working group to study the formation of a municipal power district aimed at supplying electricity and related infrastructure to the Victory Logistics development.
Rick Nelson, representing MarkV Capital, told the council the working group’s role is to “provide the council with the detailed analysis that goes with forming one of these,” and that the review will cover start‑up costs, ongoing operating costs and funding options. MarkV and its consultants said the model is intended to be self‑funded by the district’s customers rather than by the city’s general fund.
Bob Sweden, energy counsel for the project, described technical steps MarkV is pursuing and said the fuel planned for early generation is natural gas. “The fuel will be natural gas,” he said when asked about generation sources. Sweden and other presenters said the design will include a mix of resources to meet reliability goals and that interconnection with NV Energy is planned when the utility’s infrastructure becomes available.
Council members pressed presenters on public‑safety involvement, renewable energy requirements, and the project schedule. Councilman Mendoza successfully moved an amendment to the resolution to add the North Lyon Fire District as a member of the working group; counsel Aaron Mortson drafted amendment language clarifying a membership cap of four and that the city or fire district would not be obligated to pay working‑group costs.
The council approved Resolution 26‑005, authorizing the working group to prepare the ordinance and analysis for a Fernley Power District; the motion carried in a recorded council vote (4–0). MarkV representatives said the working group will return detailed cost and financing information to council on an aggressive schedule and that a draft ordinance could be presented for introduction in May and adoption in June, subject to public notice and statutory steps.
What's next: staff and the MarkV team will form the working group, conduct financial and technical analyses, and report back to council with a written narrative and supporting financial documents as part of the statutory process for forming a municipal utility.
