PITTSBURGH — Pittsburgh City Council opened a public hearing April 14 to accept testimony and to place four budget-related resolutions on the record; Council did not vote on the measures during the session.
The clerk read Bill 278, a resolution amending Resolution 933 of 2024 to reappropriate federal American Rescue Plan funding and update the list of approved projects (Exhibit A, version 10). Bill 279 amends Resolution 838 of 2025 to change the number and compensation levels of certain positions for the 2026 fiscal year by eliminating one district chief and adding one assistant chief in the Department of Public Safety Bureau of Emergency Medical Services. Bill 280 amends Resolution 841 of 2025 to authorize a $500,000 increase in appropriations, salaries and capital expenditures for the Parks Trust Fund for fiscal year 2026. Bill 285 amends Resolution 835 of 2025 (the general appropriations resolution) for the fiscal year beginning Jan. 1, 2026.
The public comment period that followed focused heavily on the Food Justice Fund, which speakers said was slated for reduction in the proposed amendments; advocates asked Council to restore $500,000 and emphasized food access and racial disparities identified in the city’s Feed PGH report. The hearing ended after registered public comments and no council motions or votes were recorded.
