The Berkeley Heights Board of Education voted on a slate of business and finance resolutions and spent substantial time debating whether to designate a portion of expected surplus as a ceiling for transfers into capital and maintenance reserves.
During discussion, a board member raised concerns about a proposed ceiling of $750,000 into capital reserve and $100,000 into maintenance reserve. The business administrator said those figures were a ceiling and that any actual transfer would depend on the final audit and discussions with the auditor; timing of the audit was described as uncertain (estimates ranged from August to October).
Board members asked whether transferring surplus would affect the 2% tax cap calculation and whether there would be a future finance-committee review before any transfer is executed. The business administrator said transfers require a board resolution before the end of June if money is to be moved and that the amount left for transfer cannot be finalized until the audit is complete.
When roll-call voting occurred, most business and finance items passed, but resolution G — the item tied to the capital-reserve ceiling discussed in detail — did not pass. The board recorded which resolutions passed and which did not; members used a combination of yes, no and abstain votes depending on conflicts and concerns.
