New Albany-Plain Local board advances campus master plan, approves $4.27 million tech-hub GMP

The New Albany-Plain Local Schools Board of Education received updates April 13 on its campus master plan and moved forward with business items that include a construction contract for a high-school tech hub.
Superintendent Ken Sawyers told the board the design team for phase one of the southern athletic complex — two baseball and two softball fields plus dugouts, locker rooms, restroom/concessions, a hitting facility and supporting parking — will submit drawings to the city and the Architectural Review Board this summer, with an anticipated opening in spring 2028. “Phase one is the southern part of the site,” Sawyers said during the update, describing the planned fields, drives and support facilities.
On the elementary school site, Sawyers reported that storm detention is complete, two of three underground detention systems are installed and the building pad work is underway, with vertical construction anticipated to start the week of May 13. He said adverse weather has not delayed the schedule and that site work continues to progress.
The district also described plans for renovations at the high school to create a technology hub. Priscilla Construction is scheduled to begin work June 1; Sawyers said the contractor’s laydown area will be placed in a fenced stretch of grass along Dublin-Granville Road to keep parking and materials off campus and to minimize interaction with students. He emphasized the site plan is subject to city permitting. “For the record, the construction laydown area is hypothetical until it’s approved by the city of New Albany,” a district representative said.
As part of the business agenda, board materials presented a guaranteed maximum price (GMP) of $4,274,440 for the tech-hub addendum with Rasili (construction manager at-risk). The GMP was included in the contractual approvals brought forward for board action that evening.
Sawyers also summarized progress on a proposed lease with the city for a future athletic campus on a former Discover property and said attorneys from both sides planned to meet May 4 to finalize remaining items ahead of bringing a draft lease to the board and city council.
The board approved superintendent and business items, including the GMP and related consent items, by recorded roll call later in the meeting. The district plans a by-invitation ribbon-cutting with Amazon Web Services for donated equipment on May 4; staff said the event will not be open to the public because it will occur during the student day.
The board voted to enter executive session at the end of the meeting; no additional business was taken outside the posted agenda that evening.
