He said the project was bid under an $85 million projection and that the town’s financing is in place with the state infrastructure bank; the council is awaiting the Rhode Island Department of Environmental Management’s certificate of approval that will allow construction to commence.
Lacy said Jacobs — the engineering team that designed the upgrades — will manage bidding, contractors and the construction schedule; the contract structure mirrors prior large municipal projects in which a construction management firm runs procurements and construction under a not‑to‑exceed professional services agreement.
Council discussion noted the scale and long development history of the project and stressed continued oversight as the town transitions into construction and bonding. Councilors moved and approved the contract by recorded vote.
