Beach Haven introduces 2025 budget; council says no tax increase planned

Treasurer Sherie Bowler presented the borough’s finance report and introduced the 2025 municipal budget to the council. Bowler told the council that total appropriations (including reserves) increased by about 5% versus the prior year, driven in part by rising liability and group health insurance costs. The treasurer said the council will not increase the municipal tax rate this year and that the budget relies on about $691,000 more in surplus than the prior-year baseline to balance appropriations.
Bowler outlined utility budget changes, noting additional debt service tied to planned water-main replacements; she said the water-utility appropriations increased and the sewer utility saw a modest rise in appropriations as well. The council formally introduced the budget and scheduled a public hearing and tax-resolution hearing for May 12, 2025 at 6:00 p.m. at the borough building, at which taxpayers may present objections.
Council members discussed the municipal cap bank ordinance (2025-12C) that would allow the borough to increase its appropriation cap temporarily and bank unused amounts for future years — a standard municipal procedure to retain flexibility for uncontrollable expenses.
Next steps: public notice of the budget will appear in the Beach Haven Times on April 24; the council will hold the May 12 hearing before final adoption.
