Calabasas council approves consent contracts, ordinances and grant actions; pro-housing designation passes 4-1

The Calabasas City Council on Nov. 12 voted to approve a slate of routine and substantive items, including contract awards, municipal-code updates and federal grant actions.
Council members approved the consent calendar items 2 through 9 by a 5-0 vote and separately approved item 10, the California Department of Housing and Community Development (HCD) pro-housing designation and associated Pro Housing Initiative Program grant, on a 4-1 vote. Council also adopted three ordinances on the consent calendar amending municipal rules on mobile billboard advertising (Ordinance 2025-417), purchasing systems (Ordinance 2025-418) and awarding public projects (Ordinance 2025-419).
On contracts, the council approved the Wild Walnut Park shade-structure contract awarded to Great Western Installations; staff and council noted the project is 100% grant-funded by Los Angeles County. The council also approved master agreements for federal and/or state transportation funds and the construction contract for the 2025 street-resurfacing project; staff said Parkway Calabasas will likely require a full reconstruction and is targeted for repaving within roughly three years. The council approved citywide security-services contracts and requested a six-month status update on those services.
The council adopted a resolution approving the city's participation in the Los Angeles Urban County Community Development Block Grant (CDBG) program and allocated an estimated $103,241 for FY 2026'27, with $90,000 recommended for a residential rehabilitation program and approximately $13,241 for asbestos and lead-based paint testing and abatement.
Calabasas also authorized staff to file an application for Federal Transit Administration Section 5310 funding for capital vehicles and operations serving seniors and people with disabilities after conducting the required public hearing and confirming no nonprofit provider in the area was available to provide the proposed service.
Procedurally, the council introduced an ordinance to adopt the 2025 California Building Standards (Title 24) with local administrative amendments and scheduled formal adoption for Dec. 3. It adopted a triennial Title VI update for the city's transit program and approved citywide speed-limit changes backed by an engineering and traffic survey.
