Council authorizes city labor for Lynen Hill pavilion restroom utility connections

The Little Falls City Council on March 2 authorized city staff to install water and sewer utilities to a new restroom facility at the Lynen Hill pavilion.
Greg, a city project manager, said the Friends of Lynen Hill will provide the materials and the city will supply labor and equipment to dig water and sewer connections. "They would provide all the material for that. We would supply the labor and the equipment in order to dig the water and sewer services connections," he said.
Council members asked how the work would affect staff workloads and whether it was budgeted. Greg said the work could be accommodated within the department's normal 40-hour workweek and that the city already budgets staffing for parks functions; he contrasted that with projects requiring specialty contractors (for example, repairs to the Rosener House porch) where in-house staff cannot perform the work.
After discussion about staffing and costs, council voted to approve the authorization. Staff said Lynen Hill (under a management agreement) would be responsible for the hookup costs beyond the city labor, and staff will schedule the work so it fits with seasonal workloads.
