Public works staff member Morgan reported the low bid — base bid plus an alternate to include Skilman — came from Valley Paving for $2,124,447.45. Bids overall ranged from about $2.12 million to $2.49 million and were within the project budget and the funding components described in the staff memo, Morgan said.
The project scope includes pavement replacement on multiple streets (first‑street sections, 7th Street, Sixth Street, Memory Lane/Court, Polaris Place/Court) and a small area of water‑main replacement identified by public works. Morgan said the low bid came in slightly under the engineer’s estimate and that the competitive results suggested clear plans and specifications.
Council moved and approved the contract award to Valley Paving and authorized WSB for construction administration and observation services. Morgan said staff will schedule a neighborhood open house before construction to share pre‑construction details and timelines with affected residents.
