Township approves consent agenda; bridge repair, warehouse settlement and budget transfers highlighted

The Hillsborough Township Committee approved its consent agenda (items 1–39) by unanimous roll call on Nov. 24, advancing infrastructure contracts, settlement approvals and year-end finance adjustments.
Among the items discussed during the consent preview: committee members called out item 13, a bridge-repair contract related to Route 206. Committee members said the awarded contractor will have 60 days to complete the work once the contract is executed. Item 22 was described as a settlement agreement tied to warehouse ordinance litigation; the settlement is intended to allow existing warehouses to remain in their current footprints and to permit rebuilding to prior condition if a structure is damaged. Several members asked the record be clear that the measure is not intended to expand warehouse size in the township.
The committee also discussed a draft resolution opposing state bill S 43736, which members characterized as a potential state overreach that could erode local zoning control and allow accessory dwelling and other conversions without municipal review. Members said the township is coordinating with the League of Municipalities and other towns on related issues.
Finance items included the routine 2025 budget transfers to realign year-end spending lines; members thanked CFO Christian and staff for their work and discussed large transfers, including to group insurance lines to cover 2025 costs. Administration and HR described an employee outreach program that moved roughly 42 employees to lower-cost health plans, which the township estimates will save about $260,000 in premiums.
The full consent agenda passed with a unanimous roll-call vote. Several items noted continued follow-up (bridge contract scheduling, DPW land surveying and police vehicle purchases).
