Asset management committee advances Englewood Adult School recommendations to public hearing; counsel outlines surplus-property options

The Inglewood Unified asset management committee on May 15 agreed by consensus to bring the draft recommendation report for the former Englewood Adult School to a public hearing at its next meeting.
Legal counsel Serene Abrahamian of Orbach Huff & Henderson LLP reviewed the district’s options under the education code for disposing of or leasing school property. "For long-term leasing, that is an option that's available under the surplus statutes for up to 99 years," Abrahamian said, and she described the public-offer, public-bid, and waiver paths the district may pursue.
Abrahamian also walked the committee through alternative procurement structures often used instead of or in addition to surplusing: joint-use short-term leases (typically up to five years under Ed. Code 17527), joint-occupancy or ground-lease RFQ/RFP approaches (Ed. Code 17515) that permit long-term ground leases, government-code public–private partnership structures (her slides referenced a government-code tool used for long ground leases, including typical billboard or cell-tower projects), and the Community Recreation Act for park or recreation partnerships. She cautioned that sale proceeds are more restricted in use than lease proceeds, and that lease revenue typically offers the district more flexibility for general operations.
As a specific timeline item, counsel and staff said the district is tentatively aiming to issue an RFQP for the Worthington site on or about May 20, 2025; to publish a compiled list of respondent questions and district answers around June 10; and to receive final proposals near July 10.
The committee did not vote to adopt a disposition at the meeting; members directed staff to proceed with public-notice steps and to bring the adult-education recommendation forward for a public hearing.
