Stockton Unified staff opened a public hearing on Team Charter Academy's petition to renew its charter for a five-year term running July 1, 2025, through June 30, 2030. Ty Pafford, the district's administrator for special projects and advanced learning, described the renewal timeline and said the hearing was to collect public input before the board takes final action at a future meeting.
Representatives from Team Charter Academy, including Angela Phillips and Principal Danielle Reyes, presented the school's academic programs and data. Speakers cited gains on ELA and math assessments, higher English-learner progress indicators than district and state averages for 2022 and 2023, verified I-Ready growth, AVID programming, Project Lead the Way STEM offerings, and multi-tiered supports for special education.
Multiple students and parents addressed the board during public testimony in support of renewal. Student Donovan, a TCA leadership class member, told the board, "By renewing our Charter you're not just renewing a school you're renewing hope for so many students like me," and urged trustees to vote Yes. Former board member Josh Dornick, the California Charter Schools Association's George Franco and parents including Patricia Alvarez and Esperanza Valenzuela also urged approval, emphasizing small class sizes, community ties and family supports.
Board members thanked speakers and closed the public hearing. The renewal petition will be returned to the board for a final vote at a future meeting after staff review of the record and applicable criteria.
What happens next: District staff will evaluate the renewal material and prepare a recommendation for the board to act on a future agenda; no final board decision was made during the hearing.
