Bexley Council reviews appropriations, landscaping and investment-policy updates; consent agenda adopted

At its May 12 meeting the council adopted the consent agenda, heard second readings on two ordinances (including a $120,000 appropriation) and first readings of resolutions on America250 participation and an updated investment policy aligned with the Ohio Revised Code.
Bexley City Council adopted its consent agenda and reviewed a set of ordinances and resolutions in first and second reading at the May 12 meeting.
President Saad moved to adopt the consent agenda; Mister Marcelino seconded and the motion passed on a voice vote after no public comments were offered.
During second reading, Mr. Fischel presented Ordinance 07-26 to appropriate $120,000 from the general fund to the grants and donations account to provide supplemental appropriations for awarded grants. Councilmember Marcelino described the measure as a procedural step to route awarded funds to the proper accounts.
The council also took up Ordinance 08-26, a proposed amendment to section 10.26.08 (prohibited species) to allow planting of shrubs in public spaces; the item was presented at second reading and discussion was deferred until third reading when sponsor Mister Silverman expects to be present.
At first reading, the council introduced Resolution 04-26 supporting the Ohio Commission for the United States semiquincentennial (America250) and noted a Bexley-themed July 4 effort, "Bexley 250 and Beyond." Council also had a first reading of Resolution 05-26, an updated investment policy that would align local policy with the Ohio Revised Code by, for example, allowing municipal bond maturities up to 10 years, extending commercial paper maturities from 180 to 270 days, and authorizing certain medium-term notes up to 20% of the city’s portfolio.
President Saad noted that ordinance 32-25 will remain tabled with the sponsor expecting Bexley Police Department staff to attend the next meeting to address outstanding questions. No votes on the ordinances or resolutions were recorded at the meeting aside from adoption of the consent agenda.
Items discussed at these readings will return for further consideration at subsequent meetings per the council’s standard three-reading procedure.
