City project staff said the proposal would reduce stormwater velocity and provide regional flood mitigation. Miles, speaking for the city, said state emergency management will review applications and that “they're due by the 26th of this month,” and that preliminary design work could be completed by July. He told the council a $1,000,000 local match (about 25%) is required for the application.
Council members questioned timing and shovel-readiness; staff said it would cost an estimated $40,000–$50,000 to get the design to a shovel‑ready state and that state emergency management will critique applications for completeness before advancing them in the federal competition.
A councilmember moved to approve the BRIC grant application; the motion was seconded and approved by voice vote.
Next steps include completing design work to make the project competitive in the federal grant round and coordinating technical assistance from the state division of emergency management as noted in the staff presentation.
