Temple City adopts updated Emergency Operations Plan to align with FEMA/NIMS

The Temple City Council on May 5 adopted an updated Emergency Operations Plan (EOP) designed to align the city’s emergency response with FEMA, NIMS and ICS frameworks and to clarify roles, activation levels and mutual-aid procedures.
Public Safety Supervisor Jose Amaya summarized the update as an ‘‘all-hazards’’ plan that emphasizes life safety, scalable activation of the Emergency Operations Center (EOC), coordination with county and state partners, and a focus on both short-term stabilization and long-term recovery. The EOP identifies EOC sections (operations, planning, logistics, finance) and assigns roles with the understanding that, as a small contract city, staff and outside agencies may perform multiple functions during a large activation.
Council members asked for clearer role assignments and backups for key EOC functions, and urged that tabletop exercises include the school district, chamber of commerce, business leaders and county emergency coordinators. Staff committed to running tabletop exercises, to training staff in NIMS/ICS, and to consulting regional partners (including the county DEM and JPIA) to strengthen interagency coordination.
Council voted unanimously to adopt Resolution No. 26-5870 approving the updated Emergency Operations Plan. Staff said the plan will remain a living document: adoption does not preclude updates, and specific procedures and checklists will be refined through exercises and after-action reviews.
