City and RDA staff presented a governance and administrative update on April 6 that would repeal or supersede multiple outdated RDA resolutions and align current practice with city rules.
Danica, operations manager for redevelopment and economic development, said the measure clarifies four areas: governance structure and roles (mayor as chair, vice mayor as vice chair, city clerk as secretary), procedural rules and meeting administration (superseding inconsistent older resolutions), contracting authority (aligning the executive director's signing authority with the city manager's $100,000 threshold) and legal services (designating the city attorney as the RDA's primary counsel with allowance for outside counsel when needed).
Board members asked whether spending authority would remain bound by adopted appropriations; staff said the signing authority correlates with the adopted budget appropriations and does not create unbudgeted spending authority. The board voted to recommend adoption of the updated resolution to the RDA board so it can be brought forward through the formal adoption process.
