City launches Small Walls grant to fund murals and facades in redevelopment areas

The Redevelopment Advisory Board heard staff present a Small Walls pilot program that will provide reimbursement grants to fund murals, facades, window treatments and small sculptures on private buildings within RDA1 and RDA2.
Rachel McIntyre and Megan Berner described a 50% match structure with grants up to $10,000 per project and a requirement that artwork remain in place for up to two years. Projects will be evaluated by a review committee on visibility, activation potential, artistic strength and permitting feasibility; the City will create an approved artist list. Grants are reimbursement‑based: property owners pay for work and then submit for reimbursement.
Staff said the program is intended to activate vacant storefronts and support small businesses and local artists; the application opens immediately and awarded projects must start within 60 days and finish within roughly 100 days. The board offered supportive comments; no formal action was required.
