The Eagle Pass City Council on March 17 voted to authorize the city manager to negotiate terms with the panel-recommended firm for RFP 2026-010, a comprehensive plan with an economic-development focus.
City staff summarized the procurement process: the RFP was issued Feb. 8, 2026; six firms submitted proposals by the Feb. 27 closing date; in-person interviews were held March 13 with a five-member evaluation panel. Staff reported price proposals ranged from about $148,000 to $376,580. The panel’s compiled scores led staff to recommend Artista Signed LLC; staff said four of five panel members selected Artista as the recommended vendor even though one firm scored higher on the compiled total.
A council member pressed staff for clarity on how the recommendation followed from the compiled scores, arguing the result ‘‘doesn’t make any statistical sense’’ and asking to see the individual reviewers’ breakdown. Procurement staff said the compiled results reflect raw scores from five evaluators with different expertise and offered to provide the individual scoring sheets to council.
Council moved to authorize negotiations with the recommended firm and to negotiate price and scope before returning for final contract approval. The motion passed after a second; the meeting record shows at least one member abstained during the vote. Staff said negotiations will reflect UTSA’s planned participation on parts of the project and that any agreement will return to council for final approval.
