Martinsville board approves $227,000 engineering contract to replace wastewater plant UV and grit systems

The Martinsville Board of Works and Safety on Feb. 23 approved a $227,000 contract with HWC Engineering to design replacement of the city's wastewater treatment plant ultraviolet (UV) disinfection system and the grit removal equipment, and authorized up to $92,000 for construction observation related to the project.
City staff told the board the grit-removal equipment was installed during a prior upgrade in 2005–06 and is roughly 20 years old, has been inoperable at times, and that the engineering contract covers plans, permit work and specifications so the city can put construction bids on the street. Staff said the construction phase is likely a separate expense and estimated the overall project at about $2 million.
"All total cost is, uh, $227,000" for the professional services, a staff member told the board, and added that the $92,000 construction observation line item may not be fully expended depending on schedule and scope. The staff presentation said plans would be timed so a contractor could begin work after the city's disinfection season ends on Oct. 31.
Board members asked no substantive questions and moved to approve the contract. A motion to approve the HWC Engineering agreement was made and seconded and carried with no recorded opposition.
The contract authorizes design and permitting work to prepare the project for bidding; the board did not vote on construction contracts or final construction funding during the meeting. City staff also said permitting would be pursued through the appropriate state permitting process (referred to in the meeting as "IDM").
The board directed staff to proceed with the design and permitting steps so the project could be bid and, if a contractor schedule aligns with the plan, begin construction after the coming disinfection season.
