The Select Board approved March 10 a consolidated Massachusetts Water Resources Authority (MWRA) financial assistance and loan package to fund water and sewer projects in town.
Bond counsel Lincoln told the Board the package included two borrowings: a $3.1 million sewer award to reduce inflow and infiltration in the sewer system, in which approximately $2.3 million is a grant and $773,000 is a no‑interest loan; and a $2 million water borrowing aimed at removing remaining lead service lines from the distribution system. The Board reviewed certification language and the legal documents that town officials must sign to accept the awards and borrowing.
Board members questioned how the MWRA benefits from the deal; staff said reduced inflow and infiltration lowers flows to the Deer Island treatment plant and is system‑wide beneficial. Members also asked about workforce goals contained in MWRA agreements; staff said the MWRA sets minority and female workforce participation targets and those are included in bids. The Board unanimously voted to approve the sale of the $773,000 sewer bond and the $2 million water bond, to authorize the town treasurer and other officials to execute loan and financial assistance agreements and to ratify actions to date.
