Campton Hills approves updated zoning map, tables governance and legal‑services measures for further review

Campton Hills trustees on March 19 adopted an updated zoning map required by statute and held off on several governance and legal‑services items after lengthy debate.

The board unanimously approved Ordinance 2620 to adopt and publish an updated official zoning map, bringing the map current with recent annexations and rezonings and ensuring compliance with the March 31 statutory deadline. Administrator Rooney briefed trustees on the work by planning staff and the map’s documentation.

Trustees then spent extended time on Ordinance 2621, a draft code amendment intended to align the municipal code with an organizational chart that clarifies supervisory lines and administrative authority. Multiple trustees expressed concern that certain draft language — notably designating the village administrator as a "chief administrative officer" and restricting individual trustees from directing staff — could be read to curtail the village president’s statutory powers or reduce trustee oversight. Village attorney Mr. Forte said the drafts reflected the adopted organizational chart and offered to make clarifying edits; several trustees asked for additional legal review and a line‑by‑line workshop. A motion to table Ordinance 2621 passed.

Separately, trustees discussed publishing an RFQ for special legislative‑counsel services. A trustee moved to amend the draft to direct staff to move the RFQ forward but other trustees voiced concerns that new legal engagements could increase costs before the treasurer’s reconciliations were complete. The board voted to table the RFQ.

What happens next: Trustees requested further legal review of the governance language and urged staff to coordinate with department heads to identify any operational or statutory conflicts before returning a revised draft to the board. The zoning map adoption keeps the village current with statutory filing requirements.
