Staff briefed the commission on the Third Street NW Complete Street Project, a federally funded local-agency-program project that received $1,690,315 from FDOT and has a total project cost of $2,142,056. The city will fund the remainder (approximately 25 percent).
Design has been approved by FDOT and the project scope includes roadway resurfacing, refreshed sidewalks, parking reconfiguration and roundabouts intended to improve pedestrian safety. Staff emphasized coordination for traffic management and access during construction, especially near city facilities and special-event venues.
Procurement and schedule Seven sealed bids were received in February and Tucker Paving Incorporated of Winter Haven was the lowest responsive bidder. No bid protests were filed. If approved, work could begin as early as May 2026 with a 275‑day contract window.
Funding and local match Staff explained this is a Local Agency Program (LAP) project that underwent TPO ranking and multi‑year planning; the city will cover its share from the transportation fund. Staff noted the DOT grant reduced the city’s capital burden and that the transportation fund money used for the local match is restricted to transportation purposes.
