The Canal Winchester Planning and Zoning Commission unanimously voted March 9 to recommend that city council approve final development plan FDP26-001, a proposal for an 11,411‑square‑foot Violet Township fire station on roughly 5.86 acres along Bucy Road.
Staff described a plan that includes two Bucy Road access drives, a gated private emergency connection to Greengate Boulevard intended for selected eastbound runs, 19 parking stalls (four public in front; employee parking behind a gate), a storm‑water basin, and a public water‑main extension that staff recommended be recorded with an easement across the site.
Assistant Fire Chief Jason Smith said the township and fire department want a southern station to reduce extended response times for the growing area. "This is our opportunity," Smith said, explaining the private drive would be used selectively to avoid a blind intersection at Bucy and Hill roads and that a gate and an FOB system would prevent the route from becoming a public cut‑through.
Staff noted the site plan retains an existing tree line as a buffer to adjacent apartments, proposes an eight‑foot multi‑use path extension along Bucy Road and a five‑foot sidewalk connection to the station, and uses an exterior materials palette that includes CMU block, brick, metal siding and standing seam roofing. The applicant agreed to provide a public water‑main easement and to return with a signage plan for administrative review as conditions of approval.
Commissioners pressed staff and the applicant about potential noise and routine use of the private Greengate connection. Smith said the private drive would not be used for routine departures but for certain eastbound runs where the Bucy/Hill intersection poses line‑of‑sight and turning concerns. He also said the township would maintain the private drive and control gate access.
Motion and vote: The commission’s motion to recommend FDP26‑001 to city council passed on a roll call of seven in favor, none opposed. The recommendation includes conditions that require staff‑recorded easements for the public water main and submission of a signage plan before sign installation.
The city council will consider the final development plan under the city’s zoning approval process; staff noted signage, trash collection routing and any final operational details will be handled as part of the council review and subsequent building permits.
